Established in 2005 by the Government of Puducherry as a registered society, REAP is mandated to promote the concepts of renewable energy sources and energy conservation activities. It is also a State Nodal Agency for Ministry of New and Renewable Energy (MNRE), Government of India (GoI) and State Designated Agency for Bureau of Energy Efficiency (BEE),GoI.
    The Government of Puducherry notified REAP as “the designated agency” to coordinate, regulate and enforce the provisions of the Energy Conservation Act (Central Act No 52 of 2001), in exercise of the power conferred under clause (d) of Section 15 of the said Act and also for implementation of Schemes under the said Act within the Union Territory of Puducherry.



     Energy conservation is the reduction of the quantity of energy that is used for different purposes. This will result in the decrease of financial capital, environmental value, national and personal security, and human comfort.

     Individuals and organizations want to conserve energy in order to reduce energy costs and promote economic and environmental sustainability. Industrial and Commercial Users are also keen to increase energy efficiency to maximize to reap benefits.

     The conservation is an important element of energy policy as it reduces the consumption and demand per capita. Reduces energy costs, setting up of new power plants and energy imports. The reduced energy demand can provide more flexibility in choosing the most preferred methods of energy production.

     Energy conservation makes it easier to replace non-renewable resources with renewable energy. It reduces emissions, which helps prevent climate change. In a nutshell, energy conservation is the most economical and viable solution to energy shortages.


      The Ministry of New and Renewable Energy (MNRE) is the Nodal Ministry of the Government of India for all matters relating to new and renewable energy. The broad aim of the Ministry is to develop and deploy new and renewable energy for supplementing the energy requirements of the country.
REAP is the State Nodal Agency for the MNRE in the Union Territory of Puducherry.

     The Government of India set up Bureau of Energy Efficiency (BEE) on 1st March 2002 under the provisions of the Energy Conservation Act, 2001. The mission of the Bureau of Energy Efficiency is to assist in developing policies and strategies with a thrust on self-regulation and market principles, within the overall framework of the Energy Conservation Act, 2001 with the primary objective of reducing energy intensity of the Indian economy.
REAP is the State Designated Agency for BEE in the Union Territory of Puducherry.

     Promoting awareness, understanding and development of new and renewable energy sources, Promoting energy conservation activities in respect of conventional energy sources like oil and power, Encouraging research and development in technology and scientific knowledge relating to the above and undertaking projects for conservation of non-conventional energy sources with special emphasis on environment protection. Puducherry Government has evolved a solar policy for achieving these objectives.


     The Puducherry Solar Energy Policy – 2016, formulated by the U.T. administration, intends to create a framework that enables the development of solar energy technology.
     TThis policy was formed on the lines of Government of India’s Jawaharlal Nehru Mission National Solar Mission (JNNSM) under the Action Plan for Climate Change (NAPCC) for promoting ecologically sustainable growth while addressing India’s energy security challenges. The objective of the National Solar Mission is to establish India as global leader in solar energy by creating the policy conditions for its diffusion across the country as quickly as possible.
